Your own labels, across all four kinds of item.
The category on a goal is fixed and coarse. Tags are free-form, so a client name, a quarter or a project can group things the category never could.
Tags are matched without regard to case, so "Acme" and "acme" are one tag rather than two that look identical in a list.
